Xihu District is an urban district in the provincial capital of Zhejiang. The West Lake has given her not only the fame but also the prosperity. The First Emperor of Qin established Qiantang County in 222 B.C. and designated the center at the foot of Lingyin Mountain of Xihu District. That was the earliest county-level administration center of Hangzhou. There are numerous beautiful natural landscapes in Xihu District, including the two national 5A-level scenic spots – the West Lake and the Xixi Wetland, Zhijiang National Tourist Holiday Resort, Xishan National Forest Park, Song Dynasty City, Lingshan Cave and other famous scenic spots.
Present Xihu District has the largest area and population among the five old urban districts of Hangzhou. It ranks 14 on the comprehensive strength list of the top 100 districts of China in 2015.
For many years, we have been pursuing the goal of optimizing the industrial layout of “one belt, two areas, six towns and multiple parks”, improving “1+6” modern industrial system, building characteristic town cluster and enhancing the integrated development of information economy, high and new technology, commercial real estate economy, financial stock rights and urban agriculture, so as to improve the comprehensive strength, characteristic industries and development quality and effect of Xihu District. Here we have famous internet enterprises such as Alibaba, Baidu, Tencent and Intel. We endeavor to build a batch of characteristic towns such as Cloud Town, Longwu Tea Town, Xixi Valley Internet Finance Town, Cloud Valley, Cloud Computing and Big Data Town, Zijin Group Innovation Town and Artistic Innovation Town. On the basis of Zhuantang Sci-Tech Economic Park, Cloud Town has transformed from an industry-centered town to a rapidly developing new-generation IT industry town based on cloud computing with the supports of Alibaba and Wasu Group. Longwu Tea Industrial Town aims to enhance the integrated development of tea industry, tea culture and rural tourism. With the support of Zhejiang University, Zijin Group Innovation Town takes advantages of talents to lead the innovation and development and realizes the integration among different campuses. With the supports of China Academy of Art and Zhejiang Conservatory of Music, Artistic Innovation Town focuses on talents cluster, art cluster and transboundary cluster.
Xihu District has profound humanistic connotations. Here we have hundreds of colleges and institutions including Zhejiang University and China Academy of Art, 46 academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering and 31 R&D and technique centers at or above provincial level. The quantities of patent application and authorization have been ranked 1 in Zhejiang in successive years. Collectivized school-running pattern of elite school is in the lead throughout China. Here we have 4 national intangible cultural heritage protection projects, lots of celebrities and masters such as PAN Gongkai, YU Hua and LIU Heng, over 8,000 cultural and creative enterprises such as Huace Film&TV and Changcheng Film&TV as well as over 200,000 highly educated cultural and creative talents. The International Cartoon and Animation Summit is held here permanently. Besides, we stick to “two-wheel drive” of cultural undertaking and cultural industry and accelerate the construction of key projects such as Zhejiang Cultural Center and Hangzhou Headquarter of China (Zhejiang) International Film Cooperation Experimental Zone, so as to build Xihu District into a “Famous Cultural District”.
